The dress is precisely a halter neck which you can tie yourself. The measurements were correct and it fits. ability of costume is decent for the price paid. The dress isn't too short either, like many other costumes.
I was disappointed by the hat which was included with the costume - it is a plain black hat, and does not have the green lace up ribbon as pictured. That was a bit misleading. Black hat is quite cheap and doesn't go with the outfit - I think I'll have to buy other hat to go with it.
